Do bathroom locks need to be fire rated?

If your bathroom door is part of a fire door assembly, then yes you'll need a CE marked and fire rated bathroom lock. For standard non-fire doors, a regular bathroom lock is sufficient. Always check building regulations if you're replacing hardware on a fire-rated door. 

Can you put a lock on a bathroom door without drilling?

Yes in some cases, you can fit a surface mounted bathroom lock or a privacy bolt, which attaches directly to the inside surface of the door without needing a mortice. However, these are usually only used temporarily.
